		<description>It&#039;s likely true. We usually see people after the decision is made, but I know there&#039;re places they turn away people because they can&#039;t afford care. The argument is that providing the care costs them, and for private facilities they&#039;re not government subsidized. But everyone will then gesture and say...but they&#039;re dying, will you refuse them care?

 Healthcare will always be one of those juxta-ethical things. People will get better and then refuse to pay and skip hospital to avoid paying the bills (we see it every day) or cheat the social worker they can&#039;t afford to when in reality they can. Or the doctor is seen as a bitch for taking a tea break in the middle of clinic instead of seeing the sick people (who all work in offices that firmly close their doors between noon and three). Or nurses will be stoned on the street for going on strike because they want better pay.
